
I consider this years General Council to be the best of the several that I have attended. I say that for the following reasons:
It was made very clear by the Chief that the tribal administration, Trust Committees, and the various tribal programs are going to be required to live within each areas allotted budget. No more taking from one account to shore up another.
It was also explained that accountability of funds (all funds: grant, trust, and whatnot) would be a priority.
Trust Board business will no longer be conducted unless a quorum is actually present. Prior to this year's council Trust Board business was conducted if a quorum had signed the membership ledger. Many people would return home after signing the ledger; thus, when Trust business was actually conducted less than a quorum would be present.
A constitutional committee was formed to revise the constitution; some needed clarifications will be addressed.
The state of the tribe address and departmental reports were delivered, as is usual at General Council, without incident; however, several resolutions were introduced (when other business was called for) that caused some debate. Without going into a lot of detail let's just say it is obvious that there are some members unhappy (and vice versa) with the present administration. All resolutions save one were defeated.
To our shame a quorum was not present, so Trust business could not be conducted.
